mr. romney is not wising up. he made the same mistake when he tried to say that president obama had not said the word terror when he talked about the benghazi attack in the rose garden until the day after the attack. he did use the word. if you read the conservative blogs, that never happened. and that apparently was enough of a fact check for mitt romney. that's what he tried to use and turned out to be a humiliating gotcha attempt that failed before the largest possible audience. between 50-something million people watching him fail in a presidential debate. >> i'm the president. and i'm always responsible. and that's why nobody is more interested in finding out exactly what happened than i do. the day after the attack, governor, i stood in the rose garden and i told the american people and the world that we are going to find out exactly what happened. that this was an act of terror. >> it's interesting the president just said something that in the day after the attack, he went to the rose garden and said this

and look at the rest of mr. romney's campaign schedule. he's taking the one trip to pennsylvania that republicans always take. but other than that, he was in ohio and wisconsin today. he was scheduled to be in new hampshire, iowa and colorado in the final days. and he just spent the last couple days in florida and virginia. that means the map is not exp d expandiexpan expanding. no the if you can't afford to walk away tr dwrr battle ground states. he's still flogging it out where he has to win. all of this we're going to win stuff is a fake out, it's a bluff, it's trash talk. and there's nothing wrong with it. it happens every year. you should know it's a dependable part of the end of presidential campaigns. but every once in awhile at the end of a presidential campaign, this expected faint, this attempt at a fake out that everybody knows is coming, every once in awhile it's revealed as a fake out. every once in awhile you get from the campaign an admission that they actually know they are going to lose. at least they know they might lose.

but mr. romney did not want to wait for that. he started his campaign events today. i'm sorry, are you stuck doing something else? i'll take advantage of that? i'll get back on the campaign trail, i'm heading to florida. apparently you're otherwise occupied. well, i'm not. it's remarkable. it is a remarkable decision to restart his campaign today. but honestly, it is also remarkable that mr. romney never really stopped campaigning in the first place. we reported yesterday on this event that mr. romney held in dayton, ohio, yesterday afternoon. it was the event that had previously been billed as a victory rally in dayton. with the president off the campaign trail entirely to deal with the crisis, the tromny campaign realized it would be coarse to keep campaigning. the campaign's communications director put out a statement on monday saying that the romney campaign was going to be canceling all campaign events, "out of sensitivity to the millions of americans in the path of hurricane sandy." see, they realized like they had to seem like they were being sensitive to the

but now romney's slate of events for tomorrow has been cleared. mr. romney's running mate paul ryan held one event in florida before cutting the day short and heading to his home in wisconsin. in terms of hurricane sandy's direct effect on next week's election, chuck todd reports tonight that the fema director craig foou gait has told states if they incur extra costs because of the storm, if they have to move polling places or bring in generators for power, should sandy cause elections officials any expensive changes, states and cities will be reimbursed for those costs by the federal government. good old disaster relief, even if one doesn't believe in that sort of thing. this is not a time for ideology. let's bring in michelle franzen in battery park in lower manhattan. everybody has been keeping an eye on the storm surge and wondering how high the water is going to rise. and what threat it's going to impose. what can you tell us about the conditions and how they are changing now? >> reporter: they have certainly deteriorat deteriorat deteriorated. w
